In the last hour, meteorologists have issued a weather warning as the incoming floods are expected to cause severe damage. People are being advised to prepare for evacuation.
Fire trucks are already preparing their pumps. Sandbags will only keep out the flood water for a short time.
In some places, landslides and mudslides may occur on hillsides. The water will loosen the ground, causing rocks, trees and boulders to slide downhill, trapping people in their homes.
Rescue services are attending a scene where water levels have risen rapidly, trapping people in cars and buildings.
