When demand is high, power companies try to prevent a blackout from happening. They do this by cutting back on the power they release. This lets them save power for the times it is needed the most. Utility companies can reduce power in two ways: a brownout and a rolling blackout.
A brownout is a reduction not in the amount of power, but in the strength of the power. The power supplier lowers the voltage of the electricity. This forces appliances to use fewer watts. It would be like replacing a 60-watt lightbulb with a 40-watt lightbulb. Appliances would still work, but they would not operate as powerfully.
