Utility companies can reduce power in two ways: a brownout and a rolling blackout.A brownout is a reduction not in the amount of power, but in the strength of the power. The power supplier lowers the voltage of the electricity. This forces appliances to use fewer watts. It would be like replacing a 60-watt lightbulb with a 40-watt lightbulb. Appliances would still work, but they would not operate as powerfully.
