From 1836 to 1851 Victoria was part of the colony of New South Wales. When it was declared a separate colony in 1851 a Legislative Council was established with thirty members; twenty elected, ten appointed by the colonial governor. The Council's primary responsibility was to advise the governor on policy. The governor, however, acted mainly on instructions from the Colonial Office in London. Voting in elections for the Council was restricted to males who owned property in the colony.
